Mystery Item, from the shoe industry perhaps

Shown as found apart from a light cleaning this mysterious device has so far defied all attempts to identify it. Made to last several lifetimes from cast brass the central plunger has a spring in the end. The conical body is hollow and the cup at the top has what looks like a small breather hole in it. The whole thing comes to bits as shown in the images below. Someone thought it might have something to do with shoe manufacture, a spirit burner perhaps but that doesnt explain the spring loaded plunger so we remain to be convinced. Weighs in at 1.7 kg, listed at cost to us plus a contribution to postage
